Heat the olive oil in a large pot over medium heat. Add the onions and cook them gently for 3 minutes, stirring frequently.

Add the garlic and cook it gently for 1 minute, stirring often.

Add the beef to the pot, cook it for 3 minutes, stirring frequently to brown a little on all sides.

Carefully add the wine while stirring and gently scraping any bits off the bottom of the pot. Cook for 1-2 minutes.

Add the tomato sauce, beef broth, and water, stir. Raise the heat and bring to a boil. Then lower the heat, cover, and simmer for 30 minutes.

Add the potatoes and carrots to the pot. Bring to a boil, then lower the heat, cover and simmer for 25-30 minutes. Uncover the last 10-15 minutes to thicken a bit.

While the soup cooks make white rice. We will use it when the soup is done for serving.
